Revert "Don't accept relative URIs in @require and @resource"

This reverts commit 13bfc4af764e1e2c63cbf6d93b7e929b23c720e5. I had assumed @require/@resource cannot be relative paths, which is wrong (http://wiki.greasespot.net/Metad....40require). http://github.com/ocornu/webmonk...
